After an Immigration and Customs Enforcement agent fatally shot and killed a 37-year-old Minneapolis woman on Wednesday, Homeland Security officials were quick to describe the incident as an act of self-defense.

“One of these violent rioters weaponized her vehicle, attempting to run over our law enforcement officers in an attempt to kill them — an act of domestic terrorism,” DHS Assistant Secretary for Public Affairs Tricia McLaughlin claimed in a statement on X. “An ICE officer, fearing for his life, the lives of his fellow law enforcement and the safety of the public, fired defensive shots.”

DHS Secretary Kristi Noem echoed this sentiment in remarks she gave about the shooting, and alleged the driver “attempted to run a law enforcement officer over.” President Donald Trump similarly alleged that the driver of the vehicle “viciously ran over the ICE Officer, who seems to have shot her in self defense.”

The victim in the shooting has been identified as Renee Nicole Good, a Twin Cities resident and mother who lived with her partner in the same neighborhood where she was killed. Good was acting as a legal observer of federal actions and was not the target of an ICE arrest, according to CBS News, which cited city leaders.

Two bystander videos, shared on social media by KSTP reporter KaMaria Braye, captured different perspectives of the shooting, and have raised questions about the claims made by the president and federal officials.

One video taken at street level opens with Good’s SUV parked perpendicular to the road.

Two agents are then seen exiting from a pickup truck. “Get out of the fucking car,” one agent says to Good, who has her driver’s side window rolled down. A second agent approaches the car and pulls on the handle of the driver’s side door.

After the agent pulls at the door handle, Good can be seen reversing the vehicle and appears to angle her car to the right away from the two visible agents. A third agent is then seen standing in front of the vehicle on the left side.

Good starts to pull forward in the agent’s direction and seems like she’s starting to veer right as a shot is fired. The agent then seems to fire subsequent shots at the side of the vehicle when it’s no longer pointed in his direction.

It’s not clear from the video whether Good’s vehicle made contact with the third agent, but he is seen walking on the road after firing the shots. He also isn’t seen falling from any possible contact or receiving aid from his fellow agents.

The person filming the video can be heard reacting to the shooting with cries of “What the fuck! What the fuck!”

A second video shows a different angle of Good appearing to pull away from two of the three agents. It also shows her appearing to make contact with the third agent with the corner of her car as she swerves away.

The agent can be heard firing a shot around the time the car seems to make contact with him. He then looks like he fires multiple shots from the side of the car when it’s no longer pointed toward him.

As The Minnesota Star Tribune noted, neither video appeared to show Good “viciously” running over an ICE agent as Trump stated. The agent also seems to have fired multiple shots at Good after the vehicle was no longer pointed at any of the three agents seen in the clips.
