It seems to me these lights are ground-based, but I don't know what they are (spot lights, flash lights?) or what they're doing. Sometimes the lights flash like lightning, and sometimes they track through the sky like spotlights. I've never seen this before.
My sister and brother-in-law captured this video in New Haven, KY. They were driving home and saw these lights from about a mile away, and decided to pull over and record them.

They look like ordinary spotlights on clouds to me. At what timestamp do you think they are doing something unusual?
They blink off and on because there are patchy clouds, and they only show up when they hit a cloud. The rapid movements look as if they are trying to set up the lights for a choreographed display.
