His reign is marked by constant campaigning, paranoia, and the pursuit of personal glory. The Edict itself: Ancient sources like Cassius Dio question Caracalla’s motives, suggesting the decree was less about inclusivity and more about tax revenue, since citizens paid the tributum capitis. Others saw it as a way to reinforce loyalty and unify the empire after decades of expansion and growing diversity. What it meant for the empire: Citizenship blurred the old lines between Romans and provincials. In theory, it opened new rights and opportunities.
