Every winter, Delhi NCR air pollution becomes a public-health story. This year, the Delhi NCR air pollution plan arrived earlier than usual. Within two days, the Centre reviewed Delhi’s action plan and the Commission for Air Quality Management (CAQM) approved a revised Graded Response Action Plan (GRAP). Together, they show what residents, drivers and builders should expect from October onwards.

How the revised GRAP tackles Delhi NCR air pollution

At its 30th meeting on 28 September, CAQM approved changes to GRAP, the staged set of curbs that tighten as air quality worsens. The schedule now carries 48 actions: 25 in Stage I, 8 in Stage II, 10 in Stage III and 5 in Stage IV.

Several curbs now bite earlier or reach further. Rules on diesel generator sets and on older buses (BS-IV and below) entering the NCR move from Stage II to Stage I, so they apply at the first sign of trouble. Restrictions on BS-III petrol and BS-IV diesel four-wheelers extend to Sonipat, joining Gurugram, Faridabad, Ghaziabad and Gautam Budh Nagar. Older goods vehicles carrying essential commodities also lose their exemption in Stages III and IV.

Dust control widens too. The web portal that registers and monitors construction sites now covers eligible projects outside municipal limits. These include controlled areas, industrial zones and highway corridors. The 500 square metre plot threshold stays unchanged. CAQM also repeated its advice to reschedule physical sports events in the NCR during November and December when air quality is poor. The aim is to protect students. Each stage of the Citizens Charter now lists extra do’s and don’ts for the public.

Enforcement and greening: the numbers so far

As of 17 September, CAQM’s enforcement task force had issued closure orders to 1,831 violating units. Of these, CAQM reviewed 1,479 cases for resumption once the units complied. The task force passed another 126 cases to state pollution control boards or the Delhi Pollution Control Committee, because those units did not respond, had closed for good or had moved.

Plantation drives are largely on track. Against a 2026-27 target of about 4.61 crore plantations, the region had planted 4.14 crore trees, shrubs and bamboo by 22 September. Delhi, Uttar Pradesh and Rajasthan’s NCR districts are ahead of their targets. Haryana’s NCR districts are the exception, at 60 lakh against a target of 1.2 crore.

What Delhi’s own winter plan looks like

On the same day CAQM met, Union Environment Minister Bhupender Yadav and Delhi Chief Minister Rekha Gupta reviewed the capital’s Air Pollution Mitigation Action Plan. The outcome is a list of dated, hotspot-level actions rather than broad promises.

Fuel stations are another focus. ‘No PUCC, No Fuel’ will run in mission mode at all 500 fuel stations with automatic number plate recognition. Officials will act against pumps that default. Officials plan Jan Bhagidari citizen events at 37 identified hotspots by 10 October. They say they have already fixed 42 hotspots and aim to fix eight more by October. They have also finished 1,193 km of road redevelopment and plan to complete the rest by 15 November.

Open burning is the other front. Officials will deploy ward-level and district-level teams by 15 October and run a city-wide Zero Burning pledge campaign. They will also make registration on the Malba App mandatory for building plan sanction. Better waste management matters as much as tailpipe rules, because burning garbage and dry leaves adds directly to winter smog. The Delhi Government also reports 71 lakh plantations and says it has greened 433 of 434 acres of identified brown areas.

Winter restrictions to plan around

Delhi will ban dust-generating demolition and outdoor civil construction from 1 November to 31 January. A complete ban on construction and demolition applies from 10 December to 20 January. Winter measures also include doubled parking charges, staggered office timings and 50 per cent work from home.

From 1 November 2026, Delhi will bar vehicles registered outside the city and below BS-VI standards, although CNG and electric vehicles can still enter. The plan also promotes the new EV Policy 2026 and a registration drive for the Parivartan scheme to replace old trucks and buses. On industry, monitoring stations will rise from 47 to 60. An AI-enabled command centre will go live, and 334 enforcement teams will act against non-compliant units.

Will the Delhi NCR air pollution plan work?

The plan is more specific about hotspots, dates and enforcement than many past efforts, and it targets the sources studies keep flagging: vehicles, dust, waste burning and industry. The real test for Delhi NCR air pollution is follow-through. Pollution does not stop at Delhi’s border, so the minister also called for coordinated action on agricultural burning. He called for a meeting with the Union Agriculture Minister and the NCR states’ agriculture ministers, and wants NCR action plans finalised before 10 October. Haryana’s plantation gap shows why regional coordination matters. These figures are official claims. The honest measure will be how many good-air days residents actually get.
