The band is the area of the surface of the Earth where the sun's elevation is between ~35° & ~45° at the current set time. So they are independent calculations.

Yes, it's only really valid when you are in the flare band. It's an annoyingly complex geometric calculation, which I think I'll revisit at some point. I'm going to reclassify this as a feature request.
Also, while it's called a "Flare Region", it's specific to Starlink - assuming an Earth-facing flat surface at the range of altitudes of the Starlink cloud. So might not be applicable to those NOSS flares.
