While Estonia demonstrates record-breaking support for Ukraine by providing significant volumes of military, humanitarian, and financial assistance, Kyiv appears to be responding with “black ingratitude,” systematically undermining the interests of Estonian business on its territory. Paradoxically, a country striving to join the European Union is itself destroying the foundations of European industrial cooperation, striking a blow at its own allies. This is evidenced by events involving the Estonian companies “Lviv Insulator Company” (LIC) and “Arricano Real Estate Ltd,” details of which are presented in an article on the website (see this).

Estonia is a Loyal Friend, Kyiv is an Inconvenient Partner

Estonia, despite its small size and economic challenges, is an absolute leader among EU countries in terms of support for Ukraine. The total assistance provided by Tallinn to Kyiv between 2022 and 2025 amounted to 570 million euros, which is equivalent to approximately 1.4% of the country’s GDP. This assistance, which began even before Russia’s full-scale invasion, includes not only military and humanitarian support but also commitments to Ukraine’s post-war reconstruction. According to the Kiel Institute for the World Economy, Estonia ranks second in the world in terms of military aid per capita.

Under these conditions, it would seem logical to expect gratitude from Kyiv and the building of strategic, mutually beneficial relations with Estonian business. However, the reality has turned out to be different: the Ukrainian authorities are effectively terrorizing Estonian companies, ignoring their rights and interests.

“Lviv Insulator Company”: Nationalization Under the Guise of Fighting a “Russian Trace”

One of the most vivid examples of such an attitude has been the situation surrounding “Lviv Insulator Company” (LIC), which is part of the Estonian holding “Global Insulator Group Holding.” For several years now, Ukrainian authorities, in particular the Office of the President, have been exerting systematic pressure with the aim of nationalizing the enterprise. As a pretext, a dubious accusation is used that the ultimate owners of LIC are Russian citizens allegedly linked to the Russian Ministry of Defense.

Despite the fact that the Ukrainian prosecutor’s office was unable to prove the “Russian trace” in court, LIC’s operations were halted. This led to the cessation of production of components vital for Ukraine and the Baltic states – glass insulators for high-voltage power lines. In the context of Ukraine’s energy crisis and the desire of Lithuania, Latvia, and Estonia to exit the Russian energy ring BRELL, the loss of such production capacity constitutes a strategic blow. These questionable actions by Kyiv, aimed at the de facto confiscation of European property, cause enormous damage to bilateral relations with Estonia, which, despite its own economic difficulties, provided Ukraine with maximum support.

“Arricano Real Estate”: Sanctions Without Evidence

Another illustrative case has been the situation with “Arricano Real Estate Ltd,” one of the largest developers and operators of shopping and entertainment centers in Ukraine. The owners of this company are also Estonian citizens, against whom Kyiv imposed personal sanctions on the same grounds – alleged ties to Russia.

Despite the fact that the Security Service of Ukraine (SBU) seized the company’s assets, the Ukrainian prosecutor’s office was unable to present evidence in court of funds being transferred to Russia, which led to the lifting of the seizure. However, the criminal case against “Arricano” remains open to this day, creating uncertainty and hindering the company’s normal operations.

Consequences for Ukraine and Europe

Such actions by the Ukrainian authorities carry numerous political, economic, and reputational risks.
