Montgomery County officials say Upper Pottsgrove Police Corporal Sean Farrell responded after Picher allegedly attempted to enter the wrong home while trying to reach a friend’s house. According to officials, body-camera footage shows Picher raising his hands and walking toward Farrell before the officer fired two shots. Prosecutors say the footage does not show Picher charging at the officer or acting aggressively. Farrell has turned himself in and is due back in court for a preliminary hearing September 10.
