Sitrec version 1 just had a hard-coded list of sitches, which is still there under Sitrec/Legacy sitches.
Sitrec 2.0 (or rather 2.33.1+) allows users to save their own sitches, but it lacked a mechanism for people to browse existing sitches. So I added a "Featured" label to the sitch browser that is visible to everyone.
This is admin only (for featuring new sitches) at the moment. If you think there's something that should be in there, then let me know.
