Rome's original harbor town- Ostia Antica- at the mouth of the Tiber River was never an adequate site for the Eternal City. By the second century BC, Rome turned to Puteoli, in Campania. It developed into a massive emporium for centuries, but it was plagued by bradyseism, and sank into the sea. Rome needed a solution. They decided to construct an artificial harbor, one of Rome's most ambitious engineering projects. Claudius' and Nero's harbor was augmented by Trajan's second harbor.
